I went to St Martin and did not need one. I just went over in a minivan from St Maarten.If you leave Anguilla to go over to St Martin you will need one.I left St Martin on a ferry to Anguilla but when I returned they asked for one.I did not have any but they still allow me to come enter since that is the way I left. It is a French territory so you might need one but you can just enter on the Dutch side and cross over. Nevertheless, it is best to get one just in case.
