How Do I Obtain Special Permission To Visit Relatives In Cuba As An American Citizen

My Mother Was Born in Cuba and Is A naturalized citizen. I Have on in Cuba, And I Would Like to Visit Them. I heard that general permission is given to people who have family within three generations in Cuba, but I don't know if that's true or if it is how I would go about proving that or legitimizing it here in the US.
